The Jack Russell Memorial Library Board worked with WiLS, a non-profit membership organization that facilitates collaborative projects and services to save members time and money and to advance library service, primarily in the state of Wisconsin.  WiLs role was to faciliate a process with JRML to gather data, creating surveys and draft a plan.  After a year of work, the plan was adopted by the Library Board of Trustees on February 14, 2018.
